Hello all,
I am wondering if anyone is successful in Hiding 'excel Data' from users completely.

I'm able to hide it when they simply run report but not when they go navigate through properties and click 'run as'...

If you mean, prevent users from exporting a report as an Excel. Have you tried limiting access to the capabilitie "Generate XLS Output"?
