Any idea what would cause these error messages and how can these be resolved?

CM-SYS-5003 - Content Manager is unable to access the content store.
Cognos version is 10.2.1
Its multi tier structure with 3 app servers and 2 webservers on Linux
Content DB and Audit DB are on Oracle 12c. Both are configured using LDAP connection.
Reports are based on Oracle 12c DB. Using JDBC connections. OCI connection does not work.
Manual reports and scheduled reports do run without failure. But all of a sudden when we run a report, it takes long time to pull up the prompt screen and starts throwing Gateway timeout errors. Stopping and starting Cognos services will fix the problem and reports do run without any gateway errors after that. This is happening for every one -2 weeks.
Any ideas?

Does any one encounter these errors? Any ideas on how to resolve these?
Any idea why would reports stuck in Pending Status and what can be done to avoid this from happening again? When they are multiple reports stuck in pending status, that is when I see the Gateway time out error when I am running a report. And also, I see these same CCL-SRV-0506 Error in log file.
Bumping up this one to see if anyone can provide some help regarding this.
