We're contemplating upgrading from 11.0.7 to Cognos 11.1.5, I was wondering if anyone has had any issues with the over the top method, or any particular difficulties.

The installer for 11.1.5 appears to install seamlessly over the top of an 11.0.13 install. I would expect it to do so over any 11.0 release. You'll need to test to verify.
My process for installing on Microsoft Windows Server was as follows: (Your mileage may vary.)
Download the appropriate installables from Passport Advantage Online.
Stop the IBM Cognos service.
Run the installer as an administrator.
<downloads>\ca_instl_win_2.0.191003.exe
Choose the zip file containing the installable content for the server.
<downloads>\ca_srv_win64_11.1.5.zip
Choose what to install.
IBM Cognos Analytics
Accept the license agreement.
Enter the correct install location.

When the installer is done, you'll need to re-implement your JDBC authorization:
Copy <downloads>\Microsoft JDBC Driver 4.2 for SQL Server\sqljdbc_4.2\enu\auth\x86\sqljdbc_auth.dll into <install_location>\bin.
Copy <downloads>\Microsoft JDBC Driver 4.2 for SQL Server\sqljdbc_4.2\enu\auth\x64\sqljdbc_auth.dll into <install_location>\bin64.
Verify that any other customizations are still in effect. I think there is a way to specify that the installer not overwrite some customizations (modified XML files, etc.), but I didn't bother because my customizations are minor and well-documented.
