Title: Getting Mobile Startup Page on PC

We have been having this issue intermittently for a while now, but now we have user that cannot get signed into Cognos Connection at all. 

Our users will be on their normal PC or Laptop and when logging in, they get this startup page instead of Cognos Connection.  If they select Use Desktop version, nothing happens.  Any ideas why this happens?  They are using the proper link, vpn, etc and I checked her settings.  Nothing looks unusual.

I've asked her to try several different browsers and they all do the same thing.  I've included a screenshot.
