How to import and export the reports using SDK[.Net] automation,instead of Congnos Connection. ???

Hello, you can review your c8 install dg_sdk.pdf documentation and search for DeploymentOption[].  It talks about both the export and import options.  I believe that there is also a demo on the Cognos support site.
