Title: How do I do this custom landing page?

I was researching another topic and stumbled across this and loved how it looked. Does anyone know the best way to accomplish this:

This looks like a report with multiple tabs and a lot of custom HTML.

It looks like the author of that image was trying to minimize the shock users will experience when moving from Cognos 10 to Cognos 11.  That seems risky.  What they have done will require significant care and feeding, especially as Cognos features change.

I must say, I am tempted to replace my welcome page with something closer to the top half of that image.  Maybe provide some help regarding how to use [actual] Cognos features.  But I wouldn't want the support nightmare shown in the bottom half of the image.
