Hello,
I have installed CA 11.0.11 on WS 2012R2 (IIS8.5) and followed steps provided by IBM in below link to configure IIS.

When I access cognos connection via IIS I get "Service Unavailable, HTTP Error 503. The service is unavailable." Error and Cognos application in IIS stops. In windows event viewer I get below error.
The Module DLL C:\Windows\system32\inetsrv\rewrite.dll failed to load.  The data is the error.
I have repaired and reinstalled "IIS URL Rewrite Module 2 (rewrite.dll)" multiple times but the problem still exist.
All suggestions are welcome :-)

After you repair have you tried to restart the AppPool??? or restart IIS?

Yes I restarted IIS & Apppool multiple times.
