Need help to display quarter based on user selection.
For example, if Q2 2018 is selected, then the output would show the 4 quarters of 2017 and Q1 and Q2 for 2018.
Q3 and Q4 for 2018 would not appear on the dashboard.

This sounds more like an authored report requirement maybe? Dashboards are really designed for data discovery and are simple - if a user selects Q2 2018 they will see data relevant to Q2 2018. For requirements such as yours I would create a report that looks like a dashboard - but in a report you have the control to determine how prompts and filters operate.
