How would one go about locking down the Cognos Analytics sample data (cubes, models, etc.) so that users can play around for learning purposes with report building and running those reports in HTML, PDF, etc... however disallow those reports from being saved?

The way you can prevent users from saving is to remove their Write access to the relevant folders. That wouldn't prevent them from saving into other folders they legitimately have write access to, though, nor would it prevent them saving to My Content.
