Thank you Bob. I don't see the widget resize. I am having some prompts on this report. This is in dynamic mode. isn't there a way previously using css in older versions. Its not working in cognos 11. what are my alternatives?

To resize the widget to the report, on the widget toolbar, click the Resize to Fit Content icon Resize to fit content icon
I am unaware of using css in older versions.

The link Bob provided pertains to Cognos Workspace. You can expand the breadcrumb trail at the top of the page to see this.
For reporting you can use the old version 10 method to freeze column headers with a right-click, but only if your report property to run with full interactivity is set to no.
With interactivity set to yes, there is a list property called "Scrollable area height" where you can define the list height in pixels. This keeps the headings frozen at the top. I often set rows per page in conjunction with this so that you don't get a page down link at the bottom.
