Regarding the User Experience issue after we upgraded to Cognos 11.0.11, we have been testing different scenarios. We have a dashboard that consistently demonstrates a delay with no indication to the user that something is running in the background.
When the user is selecting one of the Dashboards (or Report Studio reports - similar behaviour observed there as well), a blank screen appears with the cursor in the arrow state, instead of an indication that something is running, after approximately 20 sec we get the wheel that indicates that things are running in the background.
It seems like the trigger to inform the Cognos user that things are running in the background has a delay. We have tried this with different browsers IE 11 and Chrome and different OS Win 7 and Win 10 with no luck.
Has anyone experienced anything similar?

It sounds a lot to me like the Cognos Analytics server is struggling - perhaps because it doesn't have enough memory? What spec server or servers are you using? How big is the content store database? Have you looked on the server to see what the CPU/memory usage is when users experience these delays?
