We have created a report with Legacy Line Chart and Requirement is Y-Axis Max and Min values should be rendered by the measure item, If measure has Zero values, Axis should start from zero else from the minimum measure value and we have modified the Y-Axis Property settings "Include Zero for Auto Scale property to NO" for Y-Axis, But this property works fine in HTML reports, when we export to excel, this property works fine for some reports and for some reports it doesn't.
Here, We have 2015,2016,2017 years data and Include Zero for Scale Property works fine for 2015,2016,2017 years with all the query items except 'Amount' query item with combination of 2015 year data, only with this combination this property is not working. below i have attached excel axis options generated by cognos when i exported to excel for 2015 and 2016 years with Amount query item.
I don't know what is the issue, I have tried with different measures items, only with some measures items it doesn't work.
Please give some suggestion, if any one have gone through this kind of issue.

By default "Include Zero for Auto Scale" property is "yes" and i have changed to "no". And i know that this property is under excel limitation list. In that case, Y-Axis range should not start with zero, if this property values is "yes". But Axis range starts with Zero.
