Is it possible to open Report Studio reports in Query Studio? I figured the short answer is no, but I was hoping for a workaround. My users only use Query Studio, because the vast majority of what they do is only ad-hoc report and they didn't want to spend the license money to get RS since they'd never use it. Well, that once-in-a-million time has come. I had a request for a functionality that I could only do in RS, but I need to deploy to them in Query Studio somehow.

The short, medium and long answer is "no", unfortunately. You simply can't open a Report Studio report in Query Studio - the report spec is entirely different.
Your choices are to move them to Cognos Workspace Advanced in Cognos 10, or to the new 'Authoring' UI in Cognos 11.
There shouldn't be any cost implication for either choice. The old licenses migrated to a new, simplified license model a few years ago, and the old "BI Business Author" licenses which permitted Query Studio use were transmuted into new Analytics User licenses, which permit use of Report Studio, Query Studio, Analysis Studio, Cognos Workspace Advanced, Event Studio, Cognos for MS Office etc.
