Hi,

There are several steps, and they are very well documented by Cognos in the Step-by-Step Transformer Guide.

Open this guide and look at Chapter 4 - 'Identify the measures you want to analyze'.  The last section of this chapter takes you through setting up drill-through targets (page 136 in my document).
