Does anyone know how to change report drill through to open the target report in a new Internet Explorer tab (instead of a new window)?
I know it is possible to change the browser settings to achieve this, but the client wishes this behaviour to only be enabled for specific Cognos reports.

It might not even be possible just from a generic HTML/javascript perspective.
Sometimes client requests are unreasonable. He is going to have to live with it, or change his browser settings.
Middle-click is the browser standard for that. Has been for years.

A reference to three-button mice. If you have a mouse with a clickable scroll-wheel, using that when clicking links is usually the equivalent and will open the link in a new tab in most browser default configurations. I use that all the time myself as I really, really prefer to keep all my open web pages in a single browser window.
Some browsers also allow you to force new browser windows to open in tabs. But that would be all new windows.

I do not think the middle button option is available. The right click option gives a Cognos specific menu and not standard IE (or other browser menu), so don't think middle button works in standard way also.
IE does allow for pop ups to be opened as tabs but client only wants this behaviour for Cognos. I think it must be possible to code links in html that open as new tabs and wanted to know if ths could be integrated with Cognos drill through links.
Thought this option was worth exploring, but if not possible then I will push back with client and say solution is for the IE pop up settings change.
