Auditing in Cognos 10 needs configuring before it can be used. I will link you to the specific parts of the documentation that detail this, but in a nutshell it comprises the following steps:
1. Create a database for the audit data to be posted to
2. Configure Cognos 10 to know about this database
3. Define the logging levels for the appropriate parts of the Cognos architecture to begin writing to the database
4. Restore the sample audit reporting package and reports to allow out-of-the-box reporting off this database, and set up a data source connection to allow reporting off the audit database
