As we all know from a mobile(Smart Phone) we can share the pics and screen shots we can even share those MIME objects thru email.
Now what my customer is expecting that we send them an mht file thru email which they either open up on their IoS mobile or on their Desktop/Laptop using web browser.
What Customer is asking us to provide them a feature of attaching/sharing a certain section/screen shot of a particular report right from Cognos connection itself.
In other words they want to send the screen shot of that particular section of the report to a destined user thru email.
I would appreciate if either of you can throw some light how it can be achieved. We need to replicate the sharing feature of smart phone in Cognos connection either using custome java/perl code.

Sometimes users have unreasonable requests.
Whether desktop or smartphone there are simple, native, built-in ways to share screenshots. Point these out and how it would be a waste of money and resources to reinvent these capabilities. Then move on to something more useful.
Why re-invent the wheel? Install a tool such as GreenShot (free). When the user click Print Scrn, a dotted line appears, allowing you to select the section you want to capture. After highlighting, it gives you the option to e-mail, open in programs, etc.
If the purpose is simply to capture a section and send an e-mail, it doesn't make sense to build something in Cognos.
There needs to be push-back from your IT management.
You don't even need GreenShot on Windows 10. Similar functionality is available with the built-in Snipping Tool.

You don't even need Windows 10 to use the built-in Snipping Tool. It's been around since Vista days :)
Ha, yeah I thought it went back to at least Windows 7, but it seems I no longer have any Windows 7 machines readily available to verify.
