I am having a problem with a user that gets an error message when trying to execute a drill-through report. This is the error from the cogserver.log.
"RSV-CM-0004 The current user does not have the capabilities required to run the 'getParametersSpecification' operation."
From what I have seen posted, the solution is to provide the user with the 'Specification Execution' capability. The user has the capability 'Specification Execution'. I have confirmed this via Cognos Administration, and also had the user show their capabilities via Cognos 'My Preferences'. They definitely have that capability. They also are able to correctly run the drill-through report (in the same folder) on its own.
We are running Cognos 10.2.2 in a Windows Server 2012 environment against a relational database.
If you have an idea of what I am missing please let me know.

The error definitely points to the user not having the "Specification Execution" capability available. Can you confirm the user has both the Traverse and Execute privileges granted for this capability? Is the user a member of another group or role than explicitly denies Traverse and Execute to this capability?

I found the solution, but it was in the drill-through definition itself. The action for the drill-through was set to 'Run the report with dynamic filtering'. I changed this to 'Run the report' and the drill-through works now for the user.
I am not clear on the difference yet on the two actions.
