I am actually working on the sample package Go Sales(analysis) in the report studio and build a drill-down report. The sample packages are restored into cognos connection and I am using it. The issue is that even after enabling the allow drill-up and drill-down in report studio, I am not able to drill-down or up after i receive the output and the drill link is not present. Is it that the package has to be published from framework manager? And I cannot use the restored package in cognos connection.

Can you elaborate on "after I receive the output"? What does this mean? Are you having the server run the report and send you a rendered output, or are you running the report interactively in Cognos Connection? If the former, you will be receiving a static pre-rendered output with no drill up/down capabilities. If the latter, you should be able to drill up and down.
