How are you , hope all doing well.
Now I have another issue with our cognos 10.2.2, It was working fine until last week but suddenly we got an issue. when we navigate between folders it takes more time to open folder. its happening in "My Folder" and also in public Folders. same behavior in server as well. need your help and guidance here.

This may not be exactly a cognos issue but one thing you can do is to ask your DBA to clean up the log files of your content store database to ensure there is no slowness there due to large size of log.
Other things you can do probably are
1) set high priority to cognos Windows service so that it gets more resources
2) check defragmentation on the drives on app tier in case you are using file system for temp files
3) make sure there is sufficient RAM on app tier
