Hello :)

I have a job which stays running 2~3 hours.
Sometimes, it exceeds the habitual time so it causes some performance issues.

Is there any way to kill it at a specified time with a parameter in the job or using another job ?

Please define execution time limit for a job. After that it will fail.
This can be achieved by setting Maximum execution time for batch report service in dispatcher tuning settings.
