Hi, we have IBM Cognos 10.2.2 running on Win Server 2012 R2 (VM on Hyper-v) and after a recent reboot of the server we cannot get the IBM Cognos service to start, error message attached in jpg.
Any suggestions most appeciated!

Is this the distributed environment ? did the services got restart in proper sequence like first active content manager then dispatcher etc ?
Stop cognos service in all servers check task manager if still there are any processes running with Cognos service account kill them as well. Then star content manager first and then your application server(dispatcher).
Just in case after doing the above suggestion the problem still persist.
likewise, under the services. (services.msc) go to cognos service properties and check the items listed in the dependencies.
More likely, there's an item there that's not started or having problem.
