1. Make sure you have DB2 installed.
2. Read the chapter on Personal Data Sets in the Administration and Security Guide (chapter 25, page 397) http://public.dhe.ibm.com/software/data/cognos/documentation/docs/en/10.2.2/ug_cra.pdf
