A user logs into Cognos with my Active Directory userid and password. When running a report to Excel they immediately get prompted to re-enter their domain ID and password even though they have already logged into Cognos. This does not happen when running to HTML.

We had run into the same issue once and worked with IBM support on it. They could not resolve the issue with the current settings, but did propose a work around which worked fine.
Under cognos administration, change your "Temporary Objects Location" to "content store" instead of the default "Server File System".
So, to do this you would go to..
Cognos administration > Configuration Tab > dispatchers and services.
Click on properties on the upper right side of the page.
Click on "Settings" tab. Under "Category" drop down select "tuning". You should see the "Temporary Objects Location". Change it to "Content Store"
