Hi,
There is no real migration option - SSRS and Cognos are two fundamentally different technologies with vastly different design principles. You will be able to utilise the same data sources and use the same business rules to figure out what your reports need to deliver, but there's no technology I'm aware of that will convert SSRS to Cognos. It's going to be a process of creating a Cognos metadata framework from scratch against the underlying data sources, then building reports from scratch based on the packages you publish.
