It sounds to me like someone has been messing with user interface profiles in your 10.2.2 instance. One of the new features introduced in 10.2.2 was to allow custom CWA profiles to be created - allowing any mix of capabilities, all the way up to and including full Report Studio. My guess is that someone has done this and you are using that profile. Talk to the admin of your system to see what has been done, and to get them to re-instate a default profile for you.

I am the administrator and the only user on this Dev install. I have not modified the user interface profiles.
I've isolated the issue, it happens after i run the Import UI Profiles. Once imported the WSA link opens RS. I checked my permissions and i have full rights to both profiles.
Deleting IE temporary files and cookies fixed my issue
