OK, I am perplexed. In Cube Designer, when you have a measure dimension selected, you should be able to create a 'New Measure Folder'. This is a little Icon in the project explorer. This Icon is MISSING. There is no icon, I cannot create measure folders. Has anyone seen or heard of this?

In a Dynamic Cube, your measures are automatically grouped into a measure folder in the Project Explorer - usually named the same as the Fact table your measures are coming from. If you right-click on this existing measure folder and point to "New", you should see three options - Measure, Calculated Measure and Measure Folder. Do you see this in your version?
What version of Cognos 10 BI is installed on your server? What fix packs/interim fixes have been applied? Have all the same fix packs/interim fixes been applied to the Cube Designer install also?

Thank you so much MFGF. I am using 10.2.1 FP 4 on my BI Server. I do not see the Measure Folder option when I right click a measure folder. I see the other two options.
How do I update my Cube Designer install? I guess I only know how to update my BI Server.

You need the 32-bit version of FP4 in order to update Cube Designer. Normally your server will be 64-bit, and I'm guessing the FP4 you downloaded was 64-bit? Go back to the fixcentral site and grab the 32-bit version of the fix pack, then install this on the machine you are running Cube Designer on - might be your server or your local machine or even both? Normally the server installs into Program Files > IBM > Cognos and the client tools (including Cube Designer) install into Program Files (x86) > IBM > Cognos.
Sounds to me like you have a patched BI Server install and an unpatched Cube Designer install, so installing the 32-bit fix pack will sort things out.
