Did you read the Architecture and Deployment Guide I pointed you to in that thread? It details how a Cognos architecture can be distributed and what components are required to be installed for each tier - in other words the exact question you are asking here?
Nevertheless, the short answer is you need the Cognos gateway component installing on the server hosting IIS.
Configure the content manager first and start it
Configure the application server second and start it
Configure the gateway last and save the config (no Cognos services on here to start)
