We have recently migrated from 10.1 to 10.2-Work space not showing create new button after launching from Cognos connection for a specific group of users. If anybody faced same issue or have come to know, please let me know.

10.2 introduced a new set of sub-capabilities for Cognos Workspace. before this, a user could either use Cognos Workspace or they couldn't. After 10.2 was released, different capabilities could be defined for users in Cognos Workspace. I'm guessing that the specific group of users you mention don't have the entire set of capabilities enabled for Cognos Workspace.
Go to the Admin Console, select Security > Capabilties and click on "Executive Dashboard". Within this grouping, make sure your users (or, more precisely, the group/role they belong to) have both Traverse and Execute privileges in both the "Use Advanced Dashboard Features" capability and the "Use Interactive Dashboard Features" capability.
