In the new company I'm with, 'Everyone' group is in 'System Administrators' role in DEV and TEST along with other expected users/groups.
I mentioned that it's only supposed to be like that during initial install and also has risk of anyone changing things but was told that they have enterprise wide admin license in non-prod servers so not to worry about it. :o
I didn't know that exists.

As far as I'm aware, PVU based licensing isn't available for the Admin role. I might be wrong, though. Your safest bet is to check with your IBM Account Manager.
