Hope you can help me on my problem.
I bursted/sent the cognos report link via scheduler to the user. The problem is when we open the report via link, the toolbars are no longer shown. (i.e Keep the version, Email the report, view the report in PDF options)
Is there a way to to turn it on?
Any feedback will be highly appreciated!

I think your issue is that the user is looking at the saved output of the report, they aren't running the report directly which would mean they are using the Cognos Viewer where they'd see the toolbar.

So if the user is viewing the saved output of the report, the toolbars are not available, is there a way to make these toolbars to be turned on even if it is just saved output? If not, is it possible that the report link being automatically attached to the scheduler when sending the report via email will point to the actual report so the use will use cognos viewer and make the toolbars available?. Thanks!
