We are on Cognos 8.1.2 not ReportNet but these are the steps we follow and you can see what you can use:
1. Shutdown Cognos on the server.
2. Backup the Content Store (Ask DBA to do a cold backup)
3. In cogConfig export config (File -> export)
4. Install Cognos on the new server.
5. Copy exported config from old box to new server in /opt/cognos/c8/configuration as cogstartup.xml
6. Edit cogstartup.xml, find the old machine name/ip address and replace with new machine name/ip address
7. Start up cognos on the new server.
8. Disassociate the old server in the content store.

Hope this is helpful,
Kevin
