Hi All

In Cognos Connection, when I look in the Report Package Folders most of them are empty, is this how it is suppose to be? Also some have reports in them. I read that this is not a good place to store reports, is this accurate?

There is no correct answer to this. The reports should go where it makes most sense to put them. That could either be within package folders, or alternatively within non-package folders. Usually it's the security requirements and the structure of the reporting solution that drive this decision.
