I have request to schedule one report for start date 1st and 15th of every month ?
Is it possible ....?

It can be done by settiup event through event studio. I got below link which can be useful for you, its not exactly similar to your problem but it might give you hint.

If you can't figure out how to schedule it in one schedule, create two.
