Anybody know where I can find a definitive list of locales and timezones to use in a parameter map for
the session parameters: account.personalInfo.timeZoneID and runLocale?

not sure if it is the 'definitive' list, but you could start with what Cognos8 uses for locales and timezones.
Check out the following 2 files (in English)
/cognos/c8/bin/ccli18nreslc_en.xml
/cognos/c8/bin/ccli18nrestz_en.xml
