I'm getting the above error when I try to open an existing project in Framework Manager 10.2.1. after we upgraded from Cognos BI 8.2 to 10.2.1. I've checked Cognos Configuration to make sure cognosisapi.dll is entered in the Gateway URL instead of cognos.cgi since the web server is configured for ISAPI.
I've got FM installed on the same machine as Cognos BI server (64 bit). FM is installed in a different directory. Using Windows 2012 server and IIS7 with SSO.
Any suggestions as to why I might be getting this error?
As well as changing the 64-Bit IBM Cognos Configuration, did you also change the configuration for the 32-bit Configuration for the Modelling tools?
If not, in the 32-bit IBM Cognos Configuration, you need to change, if necessary, the "Gateway URI" and the "Dispatcher URI for external applications" to the appropriate entries for your 10.2.1 Configuration.

You should be able to go to
Start > All Programs > IBM Cognos 10 > IBM Cognos Configuration
If not, you can launch Program Files (x86)\IBM\Cognos\C10\bin\cogconfigw.exe manually - make sure you "Run as Administrator"
