There are some reports that when viewing in HTML when viewing in Cognos viewer are too wide, so one has scroll all the way to the right to see the options to see the buttons to select which format we want to see the options in. Is there anyway to move these buttons to the right?

Those appear to be from the standard toolbar, which is by default fixed to the upper right of the window independent of report width. I have just now confirmed this behavior in Internet Explorer 10 and Firefox 27.0.1.
I would have to conclude that either the report or your Cognos environment has been modified to alter this, and that is the root cause of your issue. You may want to discuss this with whoever manages your Cognos servers.
