We are upgrading to 10.2.1 and I can't seem to find any documentation that says we need to install a Fix Pack for this version of Cognos. Does anyone know for sure if we need to install a Fix Pack when upgrading to this version?

We just completed an upgrade to 10.2.1 (from 10.1) and we did install both FP1 and FP2.
I don't know if it is a "NEED", but even after applying FP1, we encountered problems with existing reports that were not fixed until FP2 was installed (initially, only FP1 was available when we began our upgrade. Then, subsequently FP2 was made available).
Note:
As well as the 64-bit Fix Packs, we also installed the 32-bit Fix Packs for the modelling tools.
This enabled us to get the new enhancements within Cube Designer for Dynamic Cubes.

Just to clarify...
Once you have installed Fix Pack One you then have 10.2.1.1
If you want to install Fix Pack 2 on top of this, you need to enter 10.2.1.1 as your installed version when browsing in Fixcentral (not 10.2.1 version). Alternatively download Fix Pack 2 for 10.2.1 and I am pretty sure it does it all in one go :)

Just wanted to clarify this.
We have just completed Cognos BI 10.2.1 64 bit and for sure we have another 32 bit folder for FM.
Now we downloaded FP1 64 bit and applied it to the BI server 64 bit folder. Do we still need to download the 32 bit fix also and apply it? will it be applied to 32 bit folder for FM ?
Please advise.

Yes. You need to apply 64-bit fix packs and interim fixes to your 64-bit server instance and the corresponding 32-bit fix packs and interim fixes to your 32-bit FM install(s).
