Can someone tell me if I create a groug or role in Framework Manager or in Cognos Connection, or both? (assuming I have administrators privlidges). If in both, can you tell me what is the difference?

To answer your question there is no difference. Creating a group in FM actually creates it in cognos connection, it's just a shortcut so you dont have to leave FM.
