Title: Compensation / salaries model closed from admin

Hi guys hope you can help me with some architectural decision regarding a compensation model.

Currently we are using Cognos Planning for our budgeting but are moving to Cognos Express. Most of it is pretty straight forward but the compensation model is a different story.

We have one person in the company that does the compensation budgets and the board want to ensure that nobody except that person can see that budget on the employee level.

The compensation budget is done at an employee level and then moved to the EBIT model where the employee is no longer a factor.
They have asked me to model it in such a way that nobody can see the budget at an employee level except that one person. That goes for the Cognos Express Admin and all other users with access to the system as well.

As far as I can see, there is no way to completely close out the Admin user so the model would have to be outside the Express environment. I had hoped that it would be possible to model it in Cognos Insight to have the user experience consistent and then link that to the EBIT cube on Express but that does not seem to be possible without first exporting the Insight cube to Excel and then import it to Express.

So my questions to you are these:

Is it possible to do in Express?

Can it be done in Cognos Insight?

Is it possible to prevent an Admin user from seeing the content of a cube (I know he can give himself the access, but that would be logged)?

How would you tackle it?
