Title: How to filter based on name content?

We build standard reports that contain all data but when a user logs in, he sees only his data due to Cognos Security.  We want to continue this but need help filtering.

The problem is that in our customers dimension, we have a hierarchy that shows the region, the distributor and then the sales rep.  If I have a number of regions that contain (E0x) at the end, how would I filter those out automatically?

For example, I may have WESTERN EUROPE (E01), EASTERN (E02), etc.  Easiest way would be to create a filter that gets rid of anything with "(E0" in the name.  Problem is, is that a detail or summary filter?  Where do I put that in my report?

Would it not be easier to filter these MUN's out by setting a filter within the relational layer (assuming this is DMR) ?
