Clarification needed...

Does the user not have the "Add to my portal tabs" option? (Security>Capabilities)
or
Does the user not have access to the page to add it as a tab? (Permissions on the page itself)

Or it could be any other number of things related to the specific users permissions/groups/roles.

I thought that it was under security>Capabilities, but I was wrong I was thinking of Cognos viewer.

Anywho, did a quick search and found the following...

Could be that the user does not have the proper permissions on his/her profile.
http://www-01.ibm.com/support/docview.wss?uid=swg21339297

It could also be that the Admin has removed tabs from the portal by modifying the system.xml if this is a new user...
From this technote: http://www-01.ibm.com/support/docview.wss?uid=swg21351056
It is possible to hide tabs to which users do not have access permission by changing the hideInaccessibleTabs property of the ..<ROOT_C8>\templates\ps\portal\system.xml file will hide the tabs to which users to not have access permissions. Before making changes, backup the system.xml file. For more on this, please refer to the Adminstration and Security Guide.

This technique applies to new users only. For how to add portal tabs to existing user profiles, please see related Technote 1339906.
