Title: List report

I want a list that looks like this using relational data. First line will show the State with no details. Then next lines will be the city and qty. The last will show the total for the state. Can someone please help how I could print in this layout? Thank you.     
CITY            QTY
New Jersey
Edison            100
Woodbridge       100
Elizabeth            100
Union            100
Plainfield            100
NewJersey        500
