When attempting to save IBM cognos configuration , I got the following error.
ERROR CAM-CRP-1132 An error occurred while attempting to request a certificate from the Certificate Authority service. Unable to connect to the Certificate Authority service. Ensure that the Content Manager computer is configured and that the Cognos services on it are currently running. The HTTP result code '500' was returned from the server.

From the message, I'm guessing this is the configuration on a Framework Manager machine? If I'm right, take a look at the following:

If it isn't FM and this is a distributed install here is the process for getting the crypto keys to sync and to get rid of the above error...
Content Manager(CM) - Self sufficient and needs to be started first and running
Dispatcher/App Tier - Needs the CM up and running to get keys and is started second
Gateway (GW) - Needs a dispatcher up to request keys when saving the config in Cog Config
What are you trying to do exactly?
What app are you trying to configure?
