Out of curiosity, who uses Framework Manager in your organization? Is it limited to IT employees or do business users use it as well? We are trying to define roles/responsibilities at my company and I was curious to see how other organizations use FM.

I've consulted for a number of different companies over the last <a large number goes here> years and I have never seen anyone other than IT developers working with Framework Manager. I don't see how it has any relevance for business users.
Because a poorly designed model can have a huge impact on your entire environment, not just the reports built with that model I don't think you will find to many people willing to let Business users publish their own content.
In every company I have worked for Framework Manager is a tool used only by IT staff.
IT staff in general but to be more specific people who understand SQL, databases, data modeling who could be for example Database Developers, SQL Developers, Data Modelers etc. We wouldn't even allow business users to touch the report studio except for a few Business Analysts who are specifically trained to develop reports for business users (report consumers). So in most cases business users are report consumers.
