Hello,

Is it possible to have access to FM so that you can test query items and communicate with the server, but not have the ability to publish packages? I'd like to implement it if possible. Any supporting documentation would be very helpful!

Try removing write access to the cognos folder(s)....

What he said but be careful that as soon as you allow access to FM, you are using admin license for that user and it's expensive.
