I've done some quick searching through google and found a few hits, rather than posting a bunch of links here, us the following google search:
cognos planning vs tm1

Depending on who is writing the content, there may be a bias towards either moving to Tm1, or staying on Planning.  At a simplistic, high level, moving to Tm1 is a much larger project than upgrading from 8.4 to the newest release of EP (10.1.1 FP2).   From what I've seen, Tm1 is not right for every organization, but then Tm1 also offers some strong advantages over EP.

Do the search at the top and hopefully some of the content will help.  I would also recommend that if you are in talks with IBM Sales to get a proof of concept built and that way you can have a look at it yourself, directly within your organization.

I like the answer above.

We went through a pretty exhaustive comparison and decided that TM1 was a great product and better fit our needs.  And, I think most would agree that it is more robust.  But, there are negatives and the biggest for us was cost.  So, my simple suggestion is that you may want to start at cost because you may find TM1 prohibitive.

If cost is a concern and you have less than 100 planning users, then take a look at IBM Cognos Express. We've helped many planning customers move over to TM1/Express over the years using this approach.
