How to Create Cubes?
we need Powerplay Transformer or using Framework itself we can create Cube.
After Creating Cube. Using that how to create Reports Using the Cube.

This is very generic question. I will suggest it will be more useful if you can put your exact requirements.
We can use Transformer for creating Cognos Powercube and use to create report on top of it.
You can take a look at product documentation for the various details about the products.

You can create Power cubes using Transformer.
You can create TM1 cubes using some other tool I can't remember the name of.
You can create a DMR model using Framework Manager.
You can create dynamic cubes in 10.2, but not sure what is used to create those.
You can create reports from Power cubes or DMR models using Report Studio or using Business Insight Advanced/Cognos Workspace Advanced. You could also use Analysis Studio or even Query Studio (even though it isn't member-aware) but I wouldn't recommend either of those. I'm less familiar with TM1 and dynamic cubes, but I imagine Report Studio and BIA/CWA are applicable there also.
