Solution
Add the user or group that the user is a member of to the User Defined SQL capability and grant execute permissions. The users will also need to have "Traverse" permission on the "Report Studio" capability
Steps:
1. Open Cognos Connection.
2. Click 'Capabilities', and beside the capability "Report Studio" click 'Set Properties'
3. Click the 'Permissions' tab.
4. Add the user/group who needs the capability and grant Traverse rights.
5. Click OK to return to the Capability screen.
6. Click the "Report Studio" link to see the list of sub-capabilities
7. Click "Set Properties" beside 'User Defined SQL'.
8. Click the 'Permissions' tab.
9. Add the user/group who needs the capability and grant at least Execute rights.
10. Click 'OK' to return to the Capability screen.

I am getting the same error after setting the capabilities also.
I have also added everyone group with R, E and T So also I am not able to solve the issue.
I have set a consumer role for a group which accesses the report, also given directory administrator right, So also not able to execute reps with User def sql.

Hi,
make sure you give traverse on Report Studio, and execute and traverse on 'User-Defined SQL'.
You have to check the capabilities of the BI package as well. Go to the properties of the BI package that the report users and click on the capabilities tab. The group should have access to User Defined SQL checkbox also
