I did a letter report in Report Studio several months ago just to see how it would work.
I built the appropriate queries to pull in the information.  On the report page, I added a table with the applicable number of columns and lines needed for the letter.  In my case, I needed a few columns at the top to format the header, then single rows for the body of the letter.   I added Text Items for each line in the letter, including blank rows with padding between paragraphs.  Then I used a list that I sectioned with a page break by client name with a master detail relationship to create one letter per client.  I added singletons to pull in the appropiate data into the letter.
